Former UTEP DB, Not a Current Houston Kicker
You should not care about Dustin Bell as a current Houston Cougars kicker because he is not on that team; the search results confirm Dustin D. Bell (born 1987) is a former defensive back who played for UTEP Miners, not Houston, and the only other 'Bell' in football results is NFL safety D'Anthony Bell. There is no record of a current Houston Cougars kicker named Dustin Bell, suggesting the player profile you referenced may be outdated, mislabeled, or fictional. If you are building a team, this athlete is not a fit because he is not an active college kicker and has no recent performance data, strengths, or rankings to evaluate.
