little public tape, but a Northern Illinois linebacker with at least one recorded tackle
Tsutsumi’s public profile is thin, but Northern Illinois lists him on the football roster and the available program record shows he was credited with one tackle in the 2007 roster archive, so he reads more like an under-the-radar depth piece than a stat-stuffer[1]. With no reliable public rankings, injury notes, or detailed scouting reports in the provided sources, there isn’t enough evidence to label him as a proven playmaker yet; the main takeaway is that he appears to be a low-visibility, developmental linebacker option rather than an immediately projectable impact starter[1].
